anyone can code for anything and be on the TGS Coder team

as long as there is a demand for the hack, and there is money involved.

the first step to becoming a coder is create hacks, submit them, and if people are interested.. voila.

you can't create one thing and expect to control a whole section, coding teams are only 3 members a piece to keep decent profit (at least enough to buy a few beers here and there.. nobody is getting rich.. everyone still has a daytime job)
